A renowned contributor to the regional eGovernment and ICT milieu, Mohammed Ali AlQaed has accumulated a highly-reputed profile of contributions in elaborative ICT and development initiatives in various governmental entities in the Kingdom of Bahrain.

AlQaed's initiatives in the field of ICT led to the creation of the eGovernment Authority in 2007 by a Royal Decree No. (78), in which he was appointed as the Chief Executive Officer (CEO). Through his role, he continued to evolve the government into a smart one and providing one-stop-shop services to citizens, residents and businesses.

During AlQaed’s tenure, the Kingdom of Bahrain leaped majorly at the United Nations eGovernment Index from the 53rd position in 2005 to become one of the top 10 countries in the world within Online Service Delivery, since 2010 onwards. Bahrain's eGovernment was also ranked as 8th position worldwide in the eParticipation Index - a major achievement since its establishment in 2005. Part of AlQaed's achievements also included rising Bahrain's rank from 36 to 18 among the world’s eGovernment ranking succeeding European and Asian countries competing in the same field.

The year 2016 marked the merge between the eGovernment Authority and the Central Information Organization to become the Information & eGovernment Authority assigning AlQaed as its Chief Executive.

Granted a Bachelor‘s Degree in Computer Science in 1993 from King Saud University in Saudi Arabia and a Master’s Degree in Advanced Systems Engineering from Sheffield University in the UK; AlQaed was also granted a scholarship from the Japanese International Cooperation Agency (JICA) for international co-operation to attend a six-month intensive course on Systems Engineering at the Royal Scientific Society in Jordan.

In recognition to his achievements, His Majesty the King honored AlQaed by awarding him First Class Efficiency Medal in 2011. In June 2014, AlQaed was also honored by His Highness Shaikh Sabah Al Ahmad Al Jaber Al Sabah, Amir of Kuwait, amongst other jury members of His Highness Shaikh Salem Al Ali Al Sabah Informatics Competition ‘Tadween’.

In 2009, AlQaed was ranked No. 29 amongst the 50 Bahraini Most Powerful CEOs List as per the Arabian Business Magazine - in recognition for being the man behind many of the technological innovations changing the lives of hundreds of thousands of Bahrain's residents.

He was then appointed by Deputy Prime Minister's Shaikh Mohammed Bin Mubarak Al Khalifa in 2014 to chair the Smart City Study Committee. A writer of several IT specialized publications, AlQaed continues to be an active contributor to the ICT and eGovernment sectors as well as a keynote speaker in various regional and international conferences.

  • Bahrain is interested in adopting Digital Currencies like Bitcoin amid a wider impetus toward a ‘Country Level’ adoption of Blockchain Technologies.

  • The Kingdom of Bahrain, a Constitutional Monarchy of over 30 Islands in the Persian Gulf, is taking a Bitcoin-friendly approach in its advent to become a FinTech Hub in the Region.Speaking at an ‘Innovation Forum’ in Bahrain’s Capital of Manama in the last quarter of 2017; Bahrain’s Economic Development Board (EDB) has revealed plans towards installing a Regulatory Sandbox in the Country. The EDB is one of the Government Leading Agencies that has been tasked to plan and implement the Country’s Economic Development Strategy.

  • In response to a query about Crypto Currencies at a different forum , it was stated that Bahrain as a country is open for Bitcoins.’

  • Notably, it was indicated that Bahrain’s Finance Ministry – the Country’s Financial Regulator has also shown keen interest on adopting Digital Currencies like Bitcoin.Intriguingly, the Government Official revealed that a Bitcoin Exchange Operator in Saudi Arabia made inquiries toward establishing a Bitcoin Exchange in Bahrain.

  • Furthermore, it was also revealed the extent to which Bahrain could adopt and use Digital Currencies by suggesting that Bahrain could also issue Bonds on a Digital Currency. All Digital Currency-related Developments in the Private Sector would occur in a Regulatory Sandbox recently unveiled by the Country’s Central Bank, a move toward endearing itself as the FinTech Hub in the Region.
